What Is BOQ in Construction? Bill of Quantities Explained Simply

BOQ in construction means Bill of Quantities. It is a document that lists the work items, their units, estimated quantities, rates and amounts for a construction project.

A BOQ turns drawings and specifications into a structured list of measurable work. It may cover excavation, concrete, reinforcement, brickwork, plaster, flooring, plumbing, electrical work and other activities. Contractors use it to price a tender, plan purchases, measure completed work and prepare bills.
What a BOQ contains
A typical BOQ has one row for each measurable item. The wording and level of detail depend on the project, contract and consultant. However, most BOQs contain the following columns.
| Column | Meaning | Example |
|---|---|---|
| Item no. | A reference number used to identify the work item. | 1.01 |
| Description | A clear description of the material, workmanship, grade and location. | Providing and laying M20 grade concrete in foundations |
| Unit | The unit used to measure the work. | cum |
| Quantity | The estimated quantity taken from drawings. | 25 |
| Rate | The contractor’s price for one unit of work. | Rs 7,500 per cum |
| Amount | The quantity multiplied by the rate. | Rs 187,500 |
Common units include cum for cubic metre, sqm for square metre, rm for running metre, kg, tonne, number, set and lump sum. The description should be specific enough for all bidders to price the same scope.
A BOQ may also contain a preamble, general notes, section totals and a grand total. Taxes, transport, wastage, testing and scaffolding may be included in the rate or shown separately. The tender document should state the method clearly.
Who prepares a BOQ and when
A quantity surveyor commonly prepares the BOQ. Depending on the project, an architect, civil engineer, consultant or estimating team may prepare it. For smaller projects, the contractor may create the BOQ directly from drawings and a site visit.
The BOQ is usually prepared after the main drawings and specifications are available. Quantities are taken from architectural, structural and service drawings. The preparer checks dimensions, applies measurement rules and groups similar work under sections.
For a tender, the client or consultant may issue an unpriced BOQ. Each contractor enters rates and amounts. This creates a common basis for comparing bids. A contractor should still check quantities and drawings before quoting. A BOQ is not a replacement for reading the complete tender documents.
Design changes can happen after the original BOQ is issued. The contract should explain how revised quantities, extra items and omitted work will be valued.

| Item no. | Description | Unit | Quantity | Rate | Amount |
|---|---|---|---|---|---|
| 1 | Earthwork excavation for foundation | cum | 40 | Rs 300 | Rs 12,000 |
| 2 | Plain cement concrete below footing | cum | 8 | Rs 6,000 | Rs 48,000 |
| 3 | Reinforcement steel, cutting, bending and placing | kg | 1,500 | Rs 85 | Rs 127,500 |
| 4 | Internal cement plaster | sqm | 300 | Rs 280 | Rs 84,000 |
The total of these four example items is Rs 271,500. An actual BOQ would contain more detailed descriptions, specifications, section totals, taxes and contract notes.
BOQ vs estimate vs BOM vs rate analysis
These terms are related, but they do different jobs.
| Document | Main purpose | What it normally shows |
|---|---|---|
| BOQ | To list and price measurable construction work | Descriptions, units, quantities, rates and amounts |
| Estimate | To predict the probable project cost | Expected quantities, rates, allowances and total cost |
| BOM | To list materials required | Cement, steel, blocks, tiles, fittings and their quantities |
| Rate analysis | To calculate the cost of one unit of a work item | Material, labour, machinery, wastage, overhead and profit |
A BOQ may form the basis of an estimate, but the two are not always identical. An estimate may include contingency, consultant fees and other costs that are not measured as construction items.
A BOM, or Bill of Materials, focuses on materials. It does not necessarily include labour, machinery or contractor overhead. A BOQ focuses on complete work items. For example, a flooring BOQ item may include tiles, adhesive, cutting, laying and cleaning.
Rate analysis explains how a rate was calculated. For one cubic metre of concrete, it may include cement, sand, aggregate, water, labour, mixer charges, transport, wastage, overhead and profit. Contractors use rate analysis before filling rates in the BOQ.
How contractors use the BOQ after the tender
The BOQ remains useful after the contract is awarded. The site team can use it as a commercial reference throughout execution. A practical contractor may divide BOQ quantities by floor, zone or work package so the team can plan weekly targets.
Measurement of completed work
The site engineer measures actual work completed. The measurements may be entered in a measurement book with dimensions and calculations. The measured quantity is then matched with the relevant BOQ item. Clear records reduce confusion between the contractor, client and consultant.
RA bills
An RA bill, or running account bill, is a periodic claim for completed work. The contractor shows the BOQ quantity, previous billed quantity, current quantity and cumulative quantity. The approved BOQ rate is normally applied to the measured quantity, subject to the contract terms.
Supporting records can include measurement sheets, challans, test reports, photographs and approvals. The exact bill format and certification process depend on the contract. The BOQ Excel guide for Indian contractors explains how to structure and maintain BOQ data in a sheet.
Variations and extra items
A variation is a change to the original scope. It may increase, decrease or replace BOQ work. If an existing item covers the changed work, the contract may allow the same rate. A new item may require fresh rate analysis and written approval.
Contractors should not rely only on verbal instructions. Record the drawing revision, instruction date, quantity impact and agreed rate. This helps during RA bill checking and final settlement.
Tracking work against the BOQ in an app
Excel does a good job for preparing a small BOQ, trying different rates and sharing a familiar file. It can be enough for a student, a single estimate or a small contractor with a controlled process.
Problems start when several people keep separate copies. The office may have one quantity, the site engineer another and the billing team a third. Material receipts, progress, measurements and site kharcha may also sit in different registers or WhatsApp chats.
BOQ software can give the team a more structured way to connect planned work with site records. Trackovo includes a measurement book along with material requests, approvals, orders, receipts and stock. It also covers tasks, daily progress, labour, payments, expenses and vendors in one app on Android, iPhone and web.
The software does not remove the need for accurate drawings, quantity checking or contract knowledge. The site engineer must still record measurements correctly. The commercial team must still verify rates, deductions and variations. The benefit is that related records can be kept together instead of being scattered across several sheets and registers.
Common questions
What is the full form of BOQ?
BOQ stands for Bill of Quantities. It is a structured list of construction work items with descriptions, units and quantities. A priced BOQ also contains rates and amounts.
Is a BOQ the same as a quotation?
No. A BOQ lists and measures the project work. A contractor may fill rates in the BOQ and submit it as part of a quotation or tender, but the complete quotation may also contain terms, taxes, exclusions, validity and payment conditions.
Can quantities in a BOQ change?
Yes. BOQ quantities are often based on tender drawings and may change after detailed drawings or actual site measurement. The contract should state whether quantities are provisional and how increases, reductions and variations will be valued.
Can I prepare a BOQ in Excel?
Yes. Excel works well for many small and medium BOQs. Use fixed columns for item number, description, unit, quantity, rate and amount. Protect formulas, keep version names clear and maintain one approved master file so the site and office do not work from different copies.
